1.Job Summary / Position Purpose  

To independent achieve no compliance findings vendor service at BISS.
To independent set up audit procedure vendor service at BISS
With support from Senior Engineer and/or Manager achieve no compliance findings for contractors’ management at BISS and improve ICS penalization system towards contractors.
To develop, implement and continuously improve and maintain IT/Web based applications for Technical Site Management (Technical Site Office, Asset Management, Turn Around, Maintenance Excellence), including transfer, customizing and implementation of German IT systems to China

2.Major Responsibilities 

1) For Daily Maintenance / Outage / Shut Down:
Support to establish in the ICS Audit Procedure for vendor service.
Perform ICS audit for current CM process and New CM process, including field checking and documentation audit.
Individually perform ICS audit for vendor service, including field checking and documentation audit.
Give suggestions of follow up actions according to findings.
Prepare audit report and maintain all audit related documents for whole site.
Migrate penalization system towards vendors with audit findings.
With support from Senior Engineer and/or Manager perform ICS audit for current CM process and New CM process, including field checking and documentation audit.

2) For Turn Around: 
Perform ICS audit to Turn Around contractors/vendors, including field checking and documentation audit.
Give suggestions of follow up actions according to findings.
Prepare audit report and maintain all audit related documents for Turn Around.

3) For IT/Web applications: 
To develop, implement and continuously improve and maintain IT/Web based applications for Technical Site Management (Technical Site Office, Asset Management, Turn Around, Maintenance Excellence), including transfer, customizing and implementation of German IT systems to China
To develop, implement, continuously improve and maintain IT/Web based applications for TSM ME,  including transfer, customizing and implementation of German IT systems to China:

Contractor Selection system
Monthly report

Web based interfacing with Contractors (Dbases for, qualification, certification, staff turn over, PRP, etc.)
Interface from CM side for improvement of current BISS Entrance and Registration System to improve Contractor Safety, Compliance, Efficiency, Quality
Claims (HSE (incl. Site Security), QA/QC NCR, Miscellaneous)
Supporting actively BMS strategically MUSTANG project with preparing contractors man-hour report
Etc.
TWH specific IT/web applications
TWH Performance Evaluation System
Monthly report
HSE
Daily WH business
Scrap Material Management
Etc.

Central workshop specific IT/web applications
Hose inspection (tracking and ****ing)
Pump repair (coordination + logistics)
Fork lift repair
Safety valves inspection/repair
Oil analysis
Steam trap ****ing
Waste oil collection

3.Education, Qualifications and Skills

Education: Bachelor degree required. Preference will be given to candidates with technical degrees in chemical or mechanical engineering related fields.
Work experience: Fundamental experience with construction or maintenance supervision, cost estimation or control at multinational gas/oil/chemical/petrochemical company or project. Multiple understanding of several disciplines and certain knowledge of Chinese quote book.
Special skills: Very good computer IT skills such as word, excel, access database, Web. Good mathematical, statistical and cost controlling skills. SAP simple operation is better. 
Special instruction: Read, speak and write in the English language is desired.
